Since taking office, President Joe Biden made his first visit to the U.S.-Mexico border on Sunday, January 8th, 2023. Republicans have repeatedly criticized the president for not making the trip sooner and for his administration's ineffective policies. Biden administration had earlier announced the expansion of an immigration program that would give 30,000 migrants a month from Cuba, Nicaragua, Haiti, and Venezuela a chance to enter the U.S. legally. However, both Democrats & Republicans have criticized his moves. While GOP criticized the delay in visiting the border, his own party called the new plan a "humanitarian disgrace."

The same day Biden announced the expansion program, the Department of Homeland Security said it would begin using Title 42 to quickly deport Venezuelan immigrants ineligible for the parole program. Title 42 is a public health policy that gives the Centers for Disease Control and Prevention the authority to deny the U.S. entry to people from countries with an infectious disease outbreak. The Trump administration invoked this law in 2020 to stop COVID-19's spread. Last October, the Biden administration also convinced Mexico to accept Venezuelan migrants. Since 2020, the Mexican government only accepted the return of its citizens and migrants from Guatemala, Honduras, and El Salvador expelled from the U.S. under Title 42.

Biden administration hopes to "build on" the strategy's success as these policies have led to a significant drop in the number of Venezuelans entering U.S. border custody. On January 5th, Biden said that numbers have fallen "From about 1,100 per day to less than 250 per day on average."
